

Kevin Cousins, P.Eng., CWB CWEng.
Founding Partner
With over 15 years of experience as a structural engineer and 20 years in the construction industry, Kevin has developed extensive expertise in assessing, modifying, and repairing structural steel and reinforced concrete buildings. As a CWB-certified weld engineer under standards W47.1 (Fusion Welding of Steel) and W186 (Welding of Reinforcing Bars), combined with certifications as an all-position welder under both standards, he brings a unique blend of technical knowledge and practical field experience to clients’ projects. In addition, Kevin has significant experience in designing, developing, and assembling advanced remote monitoring systems and automated hydraulic control systems.
Allan Cousins, M.Sc., P.Eng.
Founding Partner
Allan Cousins is a Professor of Construction Project Management at Canadore College in North Bay, Ontario, and is both a founding member and senior structural designer at Enable Design Services. His extensive experience as a contractor forms a fundamental part of his design philosophy providing him the ability to create safe, yet economical, designs for the construction industry.
Allan received his Bachelor of Engineering Science (civil and structural engineering) and Bachelor of Science (applied mathematics) from the University of Western Ontario. He holds a Master of Science in Statistics from The University of Sheffield. Allan is a licensed Professional Engineer in the Province of Ontario.


David Cousins, P.Eng.
Senior Engineer
David brings over 40 years of experience in the evaluation and restoration of existing buildings, bridges, and dams to the Enable team. As a Designated Consulting Engineer and a qualified expert in concrete materials and construction , he specializes in diagnosing complex structural deterioration and designing durable remediation strategies. Formerly the President of Davroc & Associates , David has directed major rehabilitation projects across Canada and possesses extensive experience serving as an expert witness for construction litigation. David is a graduate of the University of Toronto.
Cynthia Lam, P.Eng.
Engineer
A graduate of McMaster University, Cynthia brings over 17 years of specialized experience in structural restoration and forensic investigation. Working directly alongside David Cousins, she has developed deep expertise in the evaluation of existing assets and the engineering of complex concrete and steel repair strategies.
Cynthia leads the practical application of our technical services, integrating the firm’s computational analysis capabilities into her design process. She works closely with the modeling team to validate retrofit schemes, ensuring that complex theoretical data is translated into constructible, field-ready solutions. Her role extends to performance verification, including the development and oversight of in-situ load testing programs.
