Enable Inc. was not built from a business plan. It was built from a legacy.

For over fifty years, the Cousins family has been solving structural problems on some of Canada's most demanding infrastructure - bridges, dams, industrial facilities, and buildings, in some of Canada's most demanding places - Yukon, North-West Territories, Northern Ontario, Norther Quebec and Labrador. That body of work, led by David Cousins, P.Eng., established a standard of engineering rigor and integrity that became the foundation for everything Enable does today.

In 2016 Allan and Kevin founded Enable Inc. to carry that legacy forward and modernize it. They recognized that the traditional model of structural remediation was broken: too many vendors, too many handoffs, too much friction between what gets captured in the field and what gets built in the shop. The result was an integrated firm that owns the entire workflow in-house, from high-fidelity reality capture through engineering, fabrication, and installation to long-term structural health monitoring.

Today, Enable operates as a single point of accountability for operators managing complex, remote, or mission-critical assets. We don't subcontract the critical path. We own it - because that's the only way to guarantee that what we scan is what we design, what we design is what we build, and what we build is what we monitor.

David Cousins, P.Eng.
Senior Engineer

Over a career spanning more than fifty years, David has directed the forensic evaluation and rehabilitation of critical infrastructure across Canada - bridges, dams, heavy industrial facilities, and institutional buildings where failure carries consequences far beyond the structure itself. As the former President of Davroc & Associates Ltd. he build one of the country's most respected practices in structural remediation, earning a reputation for combining rigorous analytical methods with practical, field-proven solutions. 

David's work has frequently placed him at the intersection of engineering and law. He is a recognized expert witness in construction litigation, providing testimony grounded in decades of hands-on investigation and structural assessment. His forensic evalations have informed decisions on asset rehabilitation, insurance disputes, and regulatory compliance for some of the most complex structural challenges in Canadian practice. 

At Enable, David serves as the firm's technical anchor. His role ensures that every remediation strategy we develop is grounded not just in current data, but in the kind of deep structural intuition that only comes from fifty years of solving problems in the field. He is the reason why Enable can offer the judgement of a fifty-year practice. 

Allan Cousins, M.Sc., P.Eng.
Founding Partner

Allan leads Enable's engineering and technology practice, specializing in the intersection of structural engineering, advanced reality capture, and applied statistics. His work is grounded in a core principle: as data density increases, uncertainty decreases and the decisions you make about your asset become measurably more reliable.

He developed Enable's proprietary Point Cloud Viewer platform and the firm's integrated design-to-monitoring workflow, building the systems that translate high-fidelity field data into actionable remediation strategies. By applying probability theory to restoration planning - from capital reserve forecasting to schedule risk analysis - Allan has pioneered an approach that transforms unpredictable variables into quantified, manageable outcomes. The result is a workflow where every engineering decision is grounded in scan data, not assumptions.

Allan is an active speaker and educator in the mining and restoration industries, presenting on topics including data-driven risk management and the practical application of statistical methods to structural remediation. He is also a Professor of Construction Project Management at Canadore College in North Bay, Ontario.

Kevin Cousins, P.Eng., CWB CWEng.
Founding Partner

As a mechanical designer, fabricator, software developer, and lead welder, Kevin operates across a range of disciplines that are almost never found in one individual. He engineered Enable's proprietary hydraulic valve systems from his own designs and built the digital control platform that governs them entirely from electrical components - giving the firm precision synchronization capabilities during structural jacking operations that cannot be sourced off the shelf. He applies the same approach to Enable's IoT structural health monitoring systems, designing and programming every sensor array. This ground-up approach gives Enable the flexibility to configure monitoring deployments for any structure, any environment, and any set of conditions without being constrained by the limitations of commercial hardware.

On site, Kevin leads Enable's most complex field operations. He is the firm's lead welder, certified in all positions across multiple processes, and holds a CWB Welding Engineer certification under both W47.1 and W186 - meaning he both designs and personally executes the welded connections that are critical to every remediation package Enable delivers. When a custom jacking bracket or reinforcement assembly leaves Enable's shop, Kevin built it. When it arrives on site, Kevin installs it.​

Cynthia Lam, P.Eng.
Engineer

A graduate of McMaster University, Cynthia brings over 17 years of specialized experience in structural restoration and forensic investigation. Working directly alongside David Cousins, she has developed deep expertise in the evaluation of existing assets and the engineering of complex concrete and steel repair strategies.


Cynthia leads the practical application of our technical services, integrating the firm’s computational analysis capabilities into her design process. She works closely with the modeling team to validate retrofit schemes, ensuring that complex theoretical data is translated into constructible, field-ready solutions. Her role extends to performance verification, including the development and oversight of in-situ load testing programs.
